In the wake of the recent shootings at Virginia Tech, Northern Illinois University, and other campuses, families are asking, how safe are U.S. colleges? What can be done to identify possible threats to our students' safety? And, how prepared are our campuses to deal with a crisis if one occurs?
In the aftermath of the recent tragedies, many colleges and universities have begun to adapt existing school violence strategies to the unique environment of higher education. Universal, "one-size-fits-all" solutions are unlikely to be helpful. But one thing is certain:
educators, law enforcement, parents and community leaders can take steps now to prevent and mitigate safety breaches on campus and more effectively respond to emergencies if they occur.
The U.S. Department of Education and other federal agencies have created guidance for the K-12 school community as well as for institutions of higher education that relies on a common framework, including the four phases of emergency management-prevention-mitigation, preparedness, response, and recovery. But the nature of college life -- where
students enjoy open campuses and more freedom and privacy rights than elementary, middle or high school students - presents unique challenges. Thus, colleges and universities are encouraged to be thoughtful and comprehensive as they go about creating their specific plans to provide a safe learning environment.
The October edition of Education News will spotlight two Department programs available through the Office of Safe and Drug-Free Schools that aim to enhance safety on campus; talk about what rights parents and students have under the Family Educational Rights and Privacy Act (FERPA); highlight higher education institutions that are leading the effort to enhance campus safety for all students and staff; and, provide user-friendly tips for parents on ensuring the safety, health and security of students. The broadcast will ask questions such as:
* What steps are colleges and universities taking to provide a safe learning environment?
* What are the latest crises and emergency preparedness plans for college and university campuses?
* What kinds of questions should parents ask their children's colleges and universities about their crisis and emergency preparedness plans?
* What are state, local and federal agencies doing to prevent and mitigate violence on school campuses?
* How can families recognize warning signs in their own children?
* What are parents' and students' rights under the Family Educational Rights and Privacy Act (FERPA)?

South Carolina: In the News - Changes in Broadcast
Important: Due to changes in technology with the ETV digital satellite delivery system that impacts the Lancaster DES and Lancaster High School, we will provide the 2008-09 South Carolina: In the News series by online delivery ONLY via StreamlineSC. This series will no longer be broadcast in the ITV schedule. This will enable your teachers to access it more readily.
* Programs that are announced in the ITV Resources book on page 67 will be posted in StreamlineSC by 9:00 a.m. on the Friday they were to be broadcast. (This is the plan. If we have to amend this to the following Monday, we let you know. But right now we will work to have these posted by the Friday they were to be broadcast.)
* Programs will be identified by that posting date and four programs will be available for access at a time - the new date plus the three previous programs. So by week four, there will be four programs listed. Then from then on out, only the latest four will be posted.

Constitution Day September 17 - One NEW Resource!
These social studies resources focus on citizenship to help schools comply with the federal requirement to offer an educational program on Constitution Day. Three of these series were new in 2007-08 and democracy it is! was added for this year.

· America At Its Best (SL) - 9:00-10:02 a.m. Recommended for grades 2-5, citizenship is the key theme of these four programs. Structures and documents of government are simply explained.
· Citizen Brain Feeding on American Democracy (SL) - 10:08-10:24 a.m. Recommended for grades 4-6, this high-energy program engages students to teach them about our representative democracy.
· Facts of Congress (SL) - 10:30-11:03 a.m. Recommended for grades 4-9, this series of 30 short programs provides facts, history and operations of our Congress in a fast-paced format.
· The Almost Painless Guide to American Civics (SL) - 11:09-11:30 a.m. Recommended for grades 5-12, lesson #4 in this series is entitled The Almost Painless Guide to the American Constitution.
· (NEW) democracy it is! (SL) - 11:36 a.m.-12:50 p.m. Recommended for grades 7-12, this series explores the real-life application of core concepts in a democratic society. In each episode, the concepts are represented by stories of teens actively engaged in the democratic process. The four lessons are each 15 minutes in duration.
· Guerrilla Guide to Politics (SL) - 12:55-1:19 p.m. Recommended for grades 9-12, this program engages students to exercise their power as citizens in our representative democracy.
· Voices in Democracy - 1:24-3:21 p.m. Recommended for grades 9-12, Lessons #2 The Living Constitution, #3 The Constitution in Crisis, #6 Participation in Democracy, and #19 First Amendment of Freedoms are featured. Other titles on page 73 in the online ITV Resources book.

In Our Schools is produced by the SC Department of Education’s ITV with ETV is designed for parents, educators and community partners and focuses on positive educational initiatives in our state public schools.
Tune in September 21st at 6:00 p.m. when the focus will be improved student performance as we take a visit to two schools that were honored with the Palmetto Gold and Silver Award 2008. Created by the Education Accountability Act of 1998, this award is presented to schools that have improved student performance. Go with ETV cameras to Lugoff-Elgin Middle School in the Kershaw County School District and Lake View High School in Dillon School District One as we find out how these schools involve their entire school community and provide ways for all students to achieve success.
In addition, we'll take a look at the PBIS (Positive Behavior Interventions and Supports) process and the BEP (Behavior Education Program) program in place at Chestnut Oaks Middle School in Sumter School District 17. Hear administrators, teachers, counselors, and students talk about the positive impact PBIS and BEP are having on the atmosphere of their entire school. When expectations and consequences are established, agreed upon and communicated, students experience success.
